      • Europe : securing a stronghold to jointly promote tourism and the high-tech industry
      • Central and South America : securing a new stronghold to maintain friendly relationships in agriculture, environment, tourism and the public officials training program.
      • Southwest Asia: securing a new stronghold in developing countries, i.e., India.
        Sign a sister province relationship based on analysis results, including performance and prospects, after two-three years of exchange.
  • Deepen sector exchanges with existing sister provinces.
    : For example, Alberta in Canada: joint research in sectors, including biology, inland waters, environment, and forestry.

12th Governor's Conference of Northeast Asia

  • Time : second half of 2007
  • Venue : Tottori-ken in Japan
  • Participants : 200 from five local governments and organizations.
    • Governors and officials for international growth and exchange
    • Journalists and people concerned about the accompanying events, i.e., Local Specialties Exhibition.
  • Main Events : The Governor's Conference, the Local Specialties Exhibition, and the Art Exhibition
  • Development Perspectives.
    • Emphasizing the role of economic cooperation in the realization of public pledges and promoting science and technology exchanges

Workshop for International Exchange Institutions and Organizations

  • Background
    • Communicating with the appropriate organizations
    • Improving the global mindset and competitiveness of local diplomatic activities
  • Time : two-three days in June
  • Participants : 80 officials from provinces, cities, counties, educational institutions, university staff, and foreign trainees
  • Main Events
    • Invitational specialist lectures, forums, and case-study presentations
    • Introducing national policies and exchanging information with foreign trainees

Operating the Association of Love Gangwon State with foreign trainee public officials

  • 32 foreign trainees are presently involved in long-term training (more than six months)
    : 11 from Tottori-ken in Japan, 10 from Jilim in China, 2 from the Maritime Province of Russia, 8 from the Tuv Province in Mongolia, and 1 from Vietnam.
  • Providing information on a regular basis and increasing public interest.
    • Distributing periodic publications and promotional materials
    • Sending New Year's cards and holding a social gathering during international events
  • Posting the details of international exchange activities on a website in Korean and English.
    The invitations to Gangwon Residents Day and the International Exchange Forum are currently being reviewed.

Operating an Overseas Agent

    • International exchange activities are gradually increased in line with the progress of localization and decentralization.

Experience Training Program for Second-Generation Overseas Koreans from Gangwon State

  • Time: 10 days in August
  • Participants: 30
    • Including 15 overseas middle and high school students
    • Exemplary local students selected within the province are also participating in the effective training
  • Programs: tradition and cultural experiences, homestay and tours.
  • Promotion: publicly invited and selected by a university within the province.
    • Gangwon State: selecting the participants and supplying training costs
    • University: organizing and evaluating the program

  • Promotion: publicly invited and selected by a university within the province.
    • Gangwon State: selecting and inviting the students, supplying working expenses, and evaluating the outcome
    • University: organizing the forum and providing the traditional/cultural experiences and homestay.
  • Working Expenses: 20 Million Korean Won

Gangwon Cultural Experience Program for Foreign Students

  • Background
    • Providing foreign students within the province with the opportunity to experience the culture and history of Gangwon State
    • Creating a pro-Gangwon atmosphere on their return home
  • Time: 10 days in July-August
  • Participants: 30
    * Selecting the foreign students from within the province.
  • Promotion: publicly invited and selected by a university within the province.
    • Introducing provincial policies through various media, including multivision video, and holding a social gathering to respond to any inconveniences while living in Gangwon State

  • Time: four days in October close to Chuseok (Harvest Festival).

    15 chairmen from the Associations of Overseas Koreans from Gangwon State in seven countries, and 31 honorary overseas coordinators in 18 countries.
  • Program: presentation of provincial administration, a social gathering, and sightseeing.
    *The candidate sites for sightseeing include Geumgangsan (Mt.) and Jeju-do.

Invitational Presentation on Provincial Administration for Overseas Koreans from Gangwon State

    • Sending lecturers to teach the Korean language
    • Giving trial performances of Korean traditional culture, including Taekwondo and paper crafts

    • Utilizing the KOICA training program for less developed countries to diffuse new rural development policies

    • Time: seven-eight times a year, 20 days at a time
    • Participants: 20 at a time

  • Place: Agriculture Training Institute or the best model villages.
  • Costs Involved: fully paid by KOICA.

Building an Overseas Gangwon State Showroom

  • Background: inspect all exhibits in existing showrooms overseas and replace any exhibits, if necessary → Display a variety of quality exhibits representing Gangwon State.
  • Time: June-August
  • Place: museums, cultural centers, and international exhibition halls.
  • Exhibits: ceramic wares, lacquered wares, knotted works, and traditional music instruments.
  • Promotion
    • Inspecting the exhibits in overseas exhibition facilities
    • Donate exhibits during the Governor's Conference or transporting them by air
  • Necessary Budget: 20 Million Korean Won

Promoting the Establishment of the International Exchange Foundation

  • Needs
    • Implementing the infrastructure to globalize provincial residents

  • Background
    • The number of foreigners is continuously increasing due to international marriages, industrial training, and foreign students
    • We need to create the conditions for multinational coexistence and harmonious residence
      35.9% of males in agriculture and fisheries married female foreigners in 2006.
  • Distribution: 2,000 copies.
    • Basic information on everyday living (hospitals, schools, and legal advice)
    • Manners and customs of Korea (congratulations, condolences, and food culture)
    • Published in book form in five languages: Korean, English, Chinese, Japanese, and Vietnamese
  • Target: married immigrants, foreign students, and industrial trainees.
  • Necessary Budget: 40 Million Korean Won (promoted to reflect the revised supplementary budget).
